The Windows Settings app. It is the immersive control panel, not Control Panel (control.exe) and not mmc.exe snap-ins.

What you need to know

This is Settings. control.exe is classic Control Panel. mmc.exe is snap-ins.

SystemSettings.exe is Immersive Control Panel. Ending it closes Settings. It does not change a service startup type by itself.

If Settings is the heavy row, I would close extra Settings pages. I would not end services.exe because I had Display open.

What is SystemSettings.exe?

SystemSettings.exe is the Windows Settings application. The folder name ImmersiveControlPanel is the old engineering name.

What does it do?

It hosts Settings pages. Some pages spawn AccountsControlHost.exe or other helpers. Classic applets still open control.exe.

Why is it running?

You opened Settings, or a deep link from another app jumped here. A copy that starts at logon is unusual unless a script opened it.

Is it safe?

Usually safe

ImmersiveControlPanel\SystemSettings.exe is Settings. A SystemSettings.exe in Temp is not.

A legitimate copy normally runs from:

C:\Windows\ImmersiveControlPanel\SystemSettings.exe

Control Panel is control.exe
Snap-ins are mmc.exe

Can I end it?

Closes Settings

Ending SystemSettings.exe closes the Settings window. Your last change may still be saved.

Can I remove it?

Do not delete SystemSettings.exe. Reset or repair the Settings app from Start if it will not open.

Should it start with Windows?

Should not auto-start. A Startup Settings is a shortcut you added.

Settings blank

Restart this process, then the Settings troubleshooter. Do not replace the exe.

People hunt for control.exe only

Many items moved here. Both apps can exist on the same PC.

Troubleshooting

Diagnose before you change anything destructive.

Start > Settings, or Win+I

If that fails, wsreset is not the first tool. Reset Settings from Apps.

Open file location

ImmersiveControlPanel is the real folder.
